Troy Claydon – Managing Director

Troy is an active service military veteran of over fourteen years. During this service he deployed operationally as well as completed and subsequently instructed personnel on the Australian Army’s Military Police Close Personal Protection Operative Course.

Troy is a Registered Paramedic of over 11 years. He continues to support the community as a frontline Paramedic with a state-based Ambulance Service.

Expertise

Troy is the founder and Managing Director of Panoptic Solutions. Over the past twenty years, he has planned and managed a full range of security and medical operations including complex Executive Protection/Close Protection tasks, remote medical operations, installation and asset security, as well as security audits and assessments within challenging and hostile environments.
With experience providing services to private families, corporate clients and large-scale events across Australia and all throughout Asia Pacific, Troy is well placed to advise on regional security and remote medical matters.

Dr. Kieran McCarthy – Medical Director

Kieran has a distinguished service history of over 12 years with the Australian Army including three years providing the full spectrum of direct action support as a doctor within Special Operations Command. Kieran has deployed and operated within high risk austere environments including six deployments to East Timor, Afghanistan (twice with SOTG) and the Philippines; as well as domestically in many challenging environments.

Kieran holds a Fellowship of the Royal Australian College of General Practitioners, a Masters of Public Health (Disaster & Emergency Management), is currently completing a Fellowship in Wilderness Medicine, and is also qualified in aviation and diving medicine.

Expertise

As an Australian Military trained Doctor, Kieran provides oversight and compliance of all of our medical operations and clinical governance. With a special interest in adventure, wilderness and austere medicine, Kieran is well suited to providing high level advice and guidance to our medical staff, as well as providing direct support to clients as needed across a range of remote taskings.

With significant occupational medicine experience, Kieran is also well placed to provide a wide range of employment medicals, injury prevention and advice to mining companies and other high-risk organisations.

Fallon Claydon – Legal & Compliance Manager

With over ten years’ experience in commercial law, Fallon provides expert legal advice and monitors the compliance and regulatory requirements for Panoptic Solutions.

Fallon has completed a Bachelor’s of Law and Bachelor’s of Arts degrees at the University of NSW, and is admitted to the role of the QLD Supreme Court and the High Court of Australia.

Expertise

Fallon value adds to Panoptic Solutions and its clients by providing sound and valuable legal advice regarding intricate security issues as well as liaising with various law enforcement agencies. Fallon manages every legal matter and ensures Panoptic maintains appropriate policies and procedures, as well as auditing requirements with personal attention and diligence.

Julian Siebrand – Operations Manager

Julian’s experience in security operations comes from over 22 years of Policing, primarily in the field of Tactical Policing with the Victorian Police – Special Operations Group (SOG) and as an Officer In Charge (OIC) with the Australian Federal Police (AFP), Specialist Response Group. Julian planned and managed operations and deployments both domestically and internationally in high-risk settings performing the role as Tactical Commander.

Julian has a Bachelor Of Education and qualifications in WH&S, Business, Management and Security and Risk Management.

Expertise

Leadership roles included OIC for AFP specialist teams such as Tactical, Bomb Response, Negotiators, Canine, Tactical Intelligence, National Bomb Appraisal Officer program and Acting Superintendent Afghanistan Mission. Most recent roles were AFP Brisbane Airport Commander and AFP OIC Telecommunications Intercepts. Julian has a diverse non-policing background having maintained and developed skills in training, business and private security operations. Julian has conducted security operations for high profile/net worth individuals domestically and abroad.

David Illsley – Adviser – Security

David served for twenty-four years in the Australian Defence Force, 17 years were spent as part of the highly recognised Special Air Service (SAS) where he has been involved in multiple operations both overseas and within Australia. David is experienced in military, medical and private security operations. David holds various senior instructor qualifications and has been at the forefront of Counter Terrorist duties, tactics and training. David’s ability to plan, manage and execute tasks in complex and fast moving environments with sound judgment are proven.

David is a qualified EMT and Special Forces (SF) Patrol Medic. In order to maintain his skills, he was required to re-qualify every 12 months attending Accident and Emergency ward postings. He also holds several qualifications in security and management.

David has participated in a full range of security operations from Close Personal Protection to Prime Ministers travelling to Areas of Operation in the Middle East, foreign dignitaries, Defence Force Chiefs, Mining Company executives, fortune 50 executive HNWI and families through to Hollywood A list actors visiting the Australasian region. He has the ability to seamlessly operate across both austere environments and corporate or family focused operations.

Ben Hosking – Business Manager

As Panoptic Solutions Business Manager, Ben focusses on all client relationships and assists in promoting our VIP services within a niche market. Ben previously worked for over a decade within the NT Police Force specialising in High Risk Tactical & Counter Terrorism Policing, prior to moving into Federal Government and providing executive advice on national policy to the highest level federal representative in the Australian external Territories. The Administrator of CI and CKI. He is accomplished in Dignitary Protection providing services to UK Royals, International Heads of State, Australian Government Officials and various corporate HNWI. He has been awarded a Commendation for exemplary conduct for services within the Territory Response Group.

Ben certified as a tactical police medic and firearms instructor during his time within the TRG. Further, he maintained education, training and qualifications in Search and Rescue Operations. He also holds several qualifications in security and management.

Ben expanded his experience by training as a tactical medic with the Territory Response Group then utilising that training with a focus on executive protection as he begun working with Panoptic Solutions in 2017.

Cindy Carle – Clinical Manager Special Events

Cindy is an experienced Medical and Private Security Professional with over 19 years experience combined in these fields. Cindy has supported security operations domestically in Australia as well as abroad throughout South East Asia.

Cindy is a qualified, registered and front line Paramedic who continues to work on road with a state based ambulance service in an Emergency Response capacity, to maintain all skills required to perform the duties of this role. She holds an Advanced Diploma in Applied Science- Pre-Hospital Care.

She has coordinated, managed and contributed to numerous security and remote medical operations including family protection, corporate events, maritime and sports events.

Cindy works as an Academic Lecturer for Central QLD University and is undertaking further study in the Security field.

Daniel Ayoub – Operations Coordinator – Indonesia/Malaysia

Daniel has an engaging background in risk solutions, management and education. With a knowledge that has been developed from a grass roots security beginning his experience gives him the insight into traditional and non-traditional methodology that is required to deliver panoptic solutions. This gives him the ability to provide a unique perspective in dynamic environments.

Daniel has lived and worked in Indonesia for over a decade. His experience in the archipelago includes exposure to national disasters, critical crisis events and volatile situations. His professional development pans across government corrections and law enforcement as well as private commercial operations in Australia. He has managed and worked on close personal protection projects in Australia, Indonesia, Thailand, Singapore and Vietnam, for high profile families, celebrities and business executives.

Paul Johnstone – Operations Coordinator – China & Vietnam

Former Paratrooper and Australian Federal Agent, Paul brings a wealth of knowledge and experience to Panoptic Solutions and our clients specific to Vietnam and China. Paul has a strong background in training and education and currently instructs in crisis management, physical security and various defensive tactics styles. Paul has strong ties to Vietnam and China having provided education and training to various government and private agencies and institutions in each country.

Paul has been a Visiting Lecturer and Professor to various institutions in China for over a decade and is a Visiting Lecturer to Ho Chi Minh City University. He has trained marital arts for most of his life and holds black belts and instructor qualifications in Bujinkan and Krav Maga.

Expertise

Paul has provided Close Personal Protection to Prime Ministers, Actors, and various Government Heads of State travelling throughout the region. He excels in the instruction of combatives and education specially surrounding regional security matters.
